Because rates are effective-dated rather than overwritten, the question has an answer.
The breakdown travels
When a rate is frozen, the whole recipe freezes with it, so an awarded number can be explained line by line.
Six decisions that keep an estimate honest.
A quantity is a sum, not a cell
Every line carries its measurement rows, including the deductions. Six months on, anybody can see how 84.24 was arrived at — and which shafts came out of it.
A typical floor is measured once
Eight identical floors are one measurement with a multiplier, so they cannot quietly stop matching each other after somebody edits floor three.
The rate is assembled
Material, labour and plant at the rates in force on the day, plus the project's own overhead and margin. Nobody types a rate into a BOQ.
Rates are effective-dated
A change closes the old rate and opens a new one, so a BOQ can be valued as of March as easily as today.
Freezing is deliberate
At tender or Ready to Build, rates lock with their full breakdown. A contractor bids against a number that cannot move underneath them.
Location is part of the price
Rates resolve against the project's district, so a job in Coimbatore is not accidentally priced at Chennai numbers.
